Medical Superintendent is the overall administrative and co-coordinative in charge of hospital functioning. He exercises administrative allocated to him. Responsible to the top Management of Al-Mustafa Welfare Trust for all the functions of the hospital. He achieves his goals by planning, budgeting, organizing, staffing, directing, coordinating, delegating, monitoring, controlling, regulating various functions. Ensures best possible medical services within the available resources. Evolves strategies to develop/improve financial resources of the hospital and optimizes patient satisfaction.
1.1 Administrative
1.1.1 Upgrade the SOP’s and Training of staff for regular licenses from PUNJAB HEALTHCARE COMIMSION.
1.1.2 Acts as chair of Hospital Management Committee l and participates in its quarterly meetings.
1.1.3 Ensures the implementation of decision of AMWT.
1.1.4 Ensures medical cover in emergency arising due to floods, heavy rains.
1.1.5 Overall responsible for delivery of preventive, curative, rehabilitative and promotive health care from AME Hospital.
1.1.6 Sanctions leave of the officers/officials of AMEH as per rules.
1.1.7 Constitutes Hospital Management Committee and Procurement Committee to make and execute Facility Health Plan to improve health care system and its delivery.
1.1.8 Ensures regular maintenance / prompt repair of all the equipment of the hospital for keeping it in working order at all times.
1.1.9 Responsible for redressing the grievances of the public through compliant by taking quick & appropriate decisions.
1.1.10 Delegates administrative powers to his subordinate administrative staff for smooth functioning of the hospital.
1.1.11 Prepares Disaster Plan for Fire Non Fire emergencies and ensure its implementation through regular drills and revisions.
1.1.12 Reviews the hospital services quarterly to know about defects and lapses and takes measures to improve these.
1.1.13 Holds regular meetings with clinical staff in order to keep in touch with their problems if any, and to have an appraisal of the services provided by them.
1.1.14 Assigns duties to his subordinate administrative staff.
1.1.15 Leads the Hospital Waste Disposal Committee to take care of the disposal of all wastes according to SOP’s.
1.1.16 Leads the Infection Control Committee to ensure actions according to SOP’s.
1.1.17 Adapts broader Policies/Protocols/SOP’s of PUNJAB HEALTHCARE COMIMSION to meet local requirements/ conditions to make those specific and ensures that every employee is conversant with these for ease of functionality and conformance.
1.1.18 Recruitment, promotion and transfer of staff within the hospital as authorized by the top Management of AMWT.
1.1.19 Conducts at least one round of hospital every day in order to meet the patients to ensure their satisfaction, find out their problems, to check the standard of written clinical notes of doctors & compliance of nurses, provision of medical facilities, treatment accordingly and general cleanliness of hospital to ensure conformance to Minimum Service Delivery Standards of PUNJAB HEALTHCARE COMIMSION.
1.1.20 Conducts at least surprised round of hospital departments and support services in order to ensure that they are doing their JOBs as prescribed and are helping/supporting the clinical services to be delivered in conformance to Minimum Service Delivery Standards.
1.1.21 Identifies the deficiencies in performance of the staff during visits and suggest corrective measures in consultation with relevant staff.
1.1.22 Issues Job Descriptions to each employee under their signatures and maintains that record.
1.1.23 Countersignature Reports of the AMEH.
1.1.24 Countersigns the Objective Performance Evaluation Reports of officers/ officials initiated by the officers under his direct control.
1.1.25 Ensures submission of MIS reports of hospital as per laid down format & details to PUNJAB HEALTHCARE COMIMSION.
1.1.26 Ensures that procedures & protocols as amended from time to time and as given in MSDS, SOPs are complied with.
1.2 Logistics
1.2.1 Heads Hospital procurement committee for procurement of the supplies and medicines.
1.2.2 Monitors the allocation and distribution of supplies and medicines within the hospital.
1.2.3 Ensures that all the hospital vehicles including ambulances are in running condition.
1.3 Training
1.3.1 Ensures appropriate training of concerned personnel to enable them to perform duties effectively as laid down in the objectives of the PUNJAB HEALTHCARE COMIMSION.
